Sen. Steve Faris helps honors one of his constituents, William E. Black of Mount Ida, who received the Thomas Jefferson Award from the National Oceanic and Atmospheric Administration for his consistency and accuracy in recording local weather. Black also received the Benjamin Franklin Award for volunteering to help the National Weather Service for 55 years.
