Smart Moves Summer 
and Fall Award Winners Announced


The Department of Finance and Administration (DF&A) (http://www.state.ar.us/dfa/) was  
the first (Summer 2000) winner recognized for the Quarterly SMART Moves Award. This

award, presented by Governor Mike Huckabee, is given to those agencies that utilize technology to improve operational efficiencies, and was awarded to DF&A for its continued movement of high volume applications to the Internet and other electronic mediums.

DF&A, noted for bringing automobile tag renewals online with its popular STAR system, has followed up that application with many other applications that generate or have the potential to generate very high volumes online. Applications such as, Motor Fuel Tax, Excise Tax, State Vehicle Safety and others have led to DF&A taking a leadership position in Arkansas in both Government to Business and Government to Citizen transactions.

The second winner (Fall 2000) is the Arkansas State Board of Nursing (http://www.state.ar.us/nurse/). The Board of Nursing has been very aggressive over the past year with its deployment of online services that benefit the 40,000+ registered nurses in Arkansas. Examples of applications developed include Online License Renewal, whereby a licensed RN, LPN or LPTN may file and pay online via credit card to continue practicing in the State. The nurse may also change his or her address using the system. Additionally, the State Board's website has available to subscribers, a Registry of Nurses available for searching and the ability to look up new graduates Nursing Licensure Exam Results. Exam results are available through the Internet as quickly as 72 business hours after the exam is taken versus two weeks to receive notification through the mail.

Both organizations should be commended for their achievements in eGovernment Excellence.

eGovernment on the Move in Arkansas
Many of you will notice there have been some changes made to the State of Arkansas website. While the changes to the presentation are subtle, the changes to the overall functionality are significant. Today, through the use of one button, "Discover Arkansas", any user has the ability to search the entire state web presence and get to the site they are looking for from one location. No longer do individuals have to know the URL of the agency website or application they are searching for. Instead, they can simply type in a key word and get to the site they are looking for quickly.

Another major enhancement is in the realm of eGovernment interactive applications. You will notice the Arkansas State website now has a new button entitled "eGovernment Online Services". This button allows the user to enter into either an eCitizen or eBusiness category, which lists all of the interactive services that would likely be of interest to citizens and business. These two pages alleviate the need for visitors to the site to have to know where applications reside. The applications are categorized. The applications in development are even listed with an option so a user can be notified when they go live.

Today, the State of Arkansas has over 120 online, interactive applications that are available 24x7. This means that citizens and business have the ability to conduct searches, perform transactions, issue filings, make payments or renew various licenses 24 hours a day, 7 days per week. These transactions don't require, postage, parking spaces or travel time. No longer do people have to stand in line, wait on hold or wait for faxes. Believe it or not, Arkansas is one of the leading states in the country with over 20 eCommerce applications in place. 

Interested in what is next on the horizon? Personalization, which will allow users to build their own state website and have it work for them in a manner similar to the "Lobbyist in a Box" application (www.state.ar.us/lobbyist). The difference of course being that instead of automatically tracking legislation during the session, it will track other key dates involving license renewals, tax payments, filings etc.

To coin a phrase from Wayne Gretskey, the Information Network of Arkansas is skating to where the puck is going to be, not where it is now. This will keep Arkansas in a leadership position as it moves forward in the realm of Electronic Government.

Palm + Wireless Phones = Web Access

Government personnel with a Palm Inc. handheld device and a mobile phone can now use those two pieces of technology to wirelessly connect to the
World Wide Web.

Palm announced this week at the Comdex Fall 2000 trade show in Las Vegas that it is shipping its Mobile Internet Kit, a software product that enables most Palm handhelds to connect wirelessly to the Internet using a data-enabled mobile phone, said Dan Glessner, director of business and government marketing for Palm.

"The Mobile Internet Kit turns a Palm III or Palm V into a Palm VII with the help of a cell phone," Glessner said. "As an individual needs to access a corporate intranet or a dot-gov site to pull information — or election results — they can now get to that information very quickly."

Palm also unveiled the public beta version of its MyPalm portal, which will provide Palm users with wireless access to personal accounts and Web sites without having to be tethered to their desktops.
 
Who is INA?

The Information Network of Arkansas (INA) is a public instrumentality of the State of Arkansas. INA operates under the authority of Arkansas code 25-27-101 et. seq. with the statutory responsibility of assisting the state in exploring and improving citizen and business access to public information. Our goals include expanding the base of users who can access public information as well as increasing the amount and availability of public information and transactions with the State of Arkansas. As part of our role in the state, INA works with the State Government of Arkansas, the public and businesses of Arkansas, and the citizens. We listen to the needs of each community then work with the state to develop new applications and transactions to meet those needs.
