The Office of Administrative Services (OAS) supports the programs within the Department of Health & Human Services (DHS) by providing administrative services as follows:
Contract Support Section directs the process by which professional services are obtained through contracts and grants to support operational programs. The Section also provides management and tracking of purchased services, facility leases, and telecommunications equipment, as well as client services reporting on programs funded through the Social Services Block Grant program. In addition, the Section purchases goods and technical services for all of DHS. Human Resources and Support Services functions include providing policy management services for departmental policies and administrative programs; consulting and monitoring compliance with Americans with Disabilities Act, providing staff development and training services; processing of personnel actions that affect and/or generate payroll, maintaining of employee personnel records; coordinating with the Office of Personnel Management on personnel transactions involving the State's classification and compensation systems; recruiting and selection qualification screening of applicants; and managing support services (materiel distribution, inventory, printing and duplicating services, and mail services). Employee Relations/Equal Opportunity Office has responsibility for mediation, grievances and civil rights compliance for all DHS. The Office provides technical assistance, conducts internal/external reviews and acts as a liaison with Office of State Personnel Management, Federal oversight agencies and DHS providers.
