 INFORMATION TECHNOLOGY FOR INDIVIDUALS WHO ARE BLIND 
OR VISUALLY IMPAIRED THROUGH THE PROCUREMENT OF SUCH 
 TECHNOLOGY IN ACCORDANCE WITH STANDARDS FOR EQUIVALENT 
ACCESS BY BOTH VISUAL AND NONVISUAL MEANS; AND FOR
 OTHER PURPOSES.
