On July 1, 1997, Arkansas
implemented Act 1058, The Arkansas Personal
Responsibility and Public Assistance Reform Act. The
Act replaced the former Aid to Families With Dependent
Children (AFDC) program with the Transitional Employment
Assistance (TEA) program. The basic thrust of the new TEA program is to assist all able-bodied recipients in
transitioning from dependency on public assistance to
self-reliance through work.
The TEA Program is a time-limited assistance program to
help needy families with children become more responsible
for their own support and less dependent on public
assistance. In addition to monthly cash assistance,
employment-related services are provided to parents,
including job-readiness activities, transportation
assistance, childcare assistance, and other supportive
services so that the parent can engage in work or education
and training activities.
