Introduction

Alzheimer's disease attacks the brain and damages memory, thinking and behavior. About four million American adults are now affected by the disease. By the year 2000, one in every three American families will be dealing with the impact of Alzheimer's disease.

Alzheimer's is considered a family disease because about 80 percent of people with Alzheimer's are cared for by family and friends. Caregivers are often older adults themselves and may have health or physical problems. These problems may be made worse by the physical and emotional stress of caregiving. Caregivers need help to stay healthy and meet the often overwhelming demands of caregiving.

Management of care is the key to dealing with Alzheimer's disease. Getting help with caregiving may make it possible to continue to care for someone with Alzheimer's disease at home. This help is available from a number of sources. This directory tells how to get some of the assistance you need.

The Division of Aging and Adult Services (DAAS) is the state agency responsible for development and oversight of Arkansas' programs for the elderly. The Division assists in the development and continuation of services and programs to serve the elderly in their own communities and homes. Its goal is to provide enough different services to give individuals a choice of how and where to meet their needs.

Services of special importance to Alzheimer's disease patients and their families include adult day/respite care, support groups, care for acute and chronic health conditions, and help for caregivers. These are described in Section III.

Division staff provide information and training on Alzheimer's disease and related issues upon request. They also provide technical assistance and support in establishing support groups and programs.

The Office of Long-Term Care (OLTC) licenses all adult day cares, nursing homes and residential care facilities (RCFs) in Arkansas. Directories of these facilities are available for a nominal charge. You may request a list of nursing homes in your area if you do not want to buy the complete directory. The OLTC has up-to-date information about nursing homes with special Alzheimer's facilities.

The Arkansas State Long Term Care Ombudsman Program (known as the Ombudsman Program) advocates for the rights of long-term care residents. It is a statewide program of community advocates that addresses the complaints of nursing home and residential care facility residents. Its representatives provide information on facilities, work for systematic change, and monitor the activities of the regulatory system.

Area Agencies on Aging (AAA)

Eight area agencies on aging serve the elderly in Arkansas. They are listed by name with the areas they serve in Section IV of this directory. Each AAA works to increase, expand, and improve community programs and services. The AAAs also assist in establishing Alzheimer's disease or family caregiver support groups in their regions.

The AAAs offer information about eligibility for benefits and services and help with applications. They also provide personal care and case management. Case managers assess needs, develop plans of care and coordinate services to meet clients' needs.

The Alzheimer's Association, a national voluntary health organization, has support groups, chapter offices and affiliates nationwide. There are four Arkansas offices.

The Association has five major goals. These goals are: (1) supporting research into the causes, treatments, cures, and prevention of Alzheimer's disease; (2) stimulating education and public awareness on Alzheimer's disease; (3) encouraging chapter formation for a nationwide family support network and implementing local programs; (4) advocating for improved public policy and legislation at federal, state, and local levels; and (5) providing information on patient and family services to aid victims of Alzheimer's disease and caregivers. Section II: Service Descriptions

Adult Day Care (ADC)

Adult Day Care programs offer a safe, supervised place for impaired adults. ADCs provide social and recreational activities in a licensed center in the community. These programs serve groups of four or more adults. Some meals and transportation are provided.

Adult Day Health Care (ADHC)

Adult Day Health Care provides all the services of adult day care. It adds nursing care and therapy as prescribed by a physician.

Caregiver Support Groups

Caregiver support groups provide caregivers a place to discuss feelings and problems related to dealing with a loved one who has Alzheimer's.

Case Management

A case manager helps determine what help is needed and will assist in obtaining services. Case management is available from the area agency on aging in each region.

Diagnosis/Assessment

Doctors examine, test and evaluate the elderly person's physical and mental status. Diagnosis of Alzheimer's disease often requires a series of assessments and tests to rule out other problems. Social workers interview family members and the elderly person to evaluate function at home.

Nursing Homes

Nursing homes provide 24 hour supervision and care for all of their residents’ physical needs. As their disease progresses, people with Alzheimer's require constant supervision. The caregiver may need to investigate nursing homes as a care option for the loved one. In the final stage of the disease, nursing home care may be necessary.

Personal Care

Personal care providers help with normal daily activities such as bathing, hair care, meals, and household tasks such as bed changing and laundry.

Personal Emergency Response Systems (PERS)

The Personal Emergency Response System (PERS) is an electronic unit that hooks up to the telephone. Users can call for help at the push of a button. The PERS unit calls the monitoring station which responds by summoning assistance.

Residential Care Facilities (RCF)

Residential care facilities offer a supervised living situation which provides for an individual's personal care needs. Nursing care is not provided in such facilities and residents must be capable of self-administering medications. Fees vary from facility to facility.

Respite Care

Respite care is temporary relief for caregivers. It keeps an impaired adult safe while caregivers attend to other matters. Respite care can serve two different needs. It can give families a scheduled break from constant caregiving, and it can allow a caregiver to get away in an emergency. Having relief available helps make it possible to keep the elderly individual in the community.

Respite care can be provided either in a person's home or in a licensed facility. In either case, it is provided by trained workers.

Veterans Services

Services are provided by the Veterans Administration (VA) to veterans of military service. Priority goes first to veterans who have service connected disabilities, then to veterans over 65 who have incomes within certain limits. Other veterans are cared for on an "available bed" basis.

The Center is a diagnostic and treatment center which performs Alzheimer’s disease medical evaluation and diagnosis. It serves people with senile dementia and senile dementia of the Alzheimer's type. The clinic will serve any Arkansan referred by a physician.

There are two phases of clinic treatment. First, the patient is evaluated by a team of specialists which includes doctors, nurses, a social worker, a dietician, and a pharmacist. Then the team develops a treatment and management plan with the family, focusing on the needs of the family as well as the patient.

Mental health services are available in all 75 Arkansas counties. These services are provided by comprehensive community mental health centers and clinics. They offer outpatient services, consultation, education and preventive services, services for the elderly, and services for alcohol and drug abusers.

VETERANS ADMINISTRATION MEDICAL FACILITIES

The Veterans Hospital is home to the first geriatric evaluation unit in the United States. This unit assesses and evaluates the physical and mental status of elderly veterans in a stable medical condition. The hospital also includes a 200-bed nursing home care unit.

In addition, the Veterans Administration offers extended care programs. They provide hospital-based home care for patients who have active and strong family support. There is also an independent living program for patients who can manage at home independently.

The North Little Rock division has an adult day health care program. It serves clients on an out-patient basis, allowing families and guardians to live relatively normal lives while caring for a patient in the home.

Arkansas Volunteer Lawyers for the Elderly (AVLE) is a private, non-profit project of the Young Lawyers Section of the Arkansas Bar Association. AVLE clients must be 55 or older. They must be referred to AVLE by a local legal services program or area agency on aging. Free (pro bono) legal assistance is provided for civil legal matters in 67 counties.

Central Arkansas Legal Services is a non-profit corporation.
