It should be noted, too, that in 2003, the first four “interstate” branch applications were filed with the Bank Department.  All were filed by Arvest Bank, Fayetteville, the only commercial bank based in Arkansas with a large-scale branch presence out of state.

In contrast, 31 applications were filed to open branch offices in the 2nd District, which includes the state’s most populated county, Pulaski.  During the second five-year period, 71 applications were filed to establish branches in the 2nd District, more than one-third of total filings. Frank White was noted for two lasting accomplishments.  The first, bank director training, is being duplicated by bank departments across the United States.  Frank also expanded a flextime schedule for our examiners.  This schedule has resulted in increased morale and less staff turnover.
Individually, these accomplishments may not seem that significant. Collectively, they have resulted in one of the finest state bank departments in the country.   In a private moment recently, a CSBS accreditation team evalutating our office stated our staff is one of the finest they have observed on both the state and federal levels.
I am very pleased to be associated with such an excellent organization.  As a banker, I’m very proud to have such a qualified and professional group looking over our industry.  As the State Bank Commissioner, I am most grateful to my predecessors for their many accomplishments and the sacrifices they made.  We are in their debt.
