Pursuant to Arkansas Code Annotated § 25-15-201 et seq. notice is hereby given that the Department of Labor and Licensing, Arkansas Appraiser Licensing and Certification Board is considering changes to its rules. The proposed rule changes include the following subject: Correction of definitions, Clean-up language, Recording of public meetings, Added Registered Apprentice appraiser classification and requirements; Revised the process for the denial of a credential; Clarified when and where an appraiser’s signature is required, Removed fee for a replacement credential; Revised the education approval process for consistency, Removed the terminology “moral turpitude”, Added a section for military veterans which provides expedited credentialing, Removed the requirement that the Uniform Standards of Professional Appraisal Practice courses be taken in a classroom setting; Revised Reciprocity, Temporary Practice Permits and Transfers to Arkansas, Supervisory Appraiser requirements and responsibilities are revised and worded to correspond with “The Real Property Appraiser Qualification Criteria,” and added a section to detail Criminal Background checks and pre-licensure criminal background checks.
These proposed rule changes will be available for public review at www.arkansas.gov/alcb. ALERT: For Rules suspended due to COVID-19 Public Health Emergency under EO 20-06 and EO 20-16
The Department of Labor and Licensing, Arkansas Appraiser Licensing and Certification Board is suspending its rules regarding the following issues.
Both the seven-hour USPAP Update and 15-hour USPAP Course may be completed online until 09/30/2020. The four-hour Supervisor/Trainee Course may be completed online until 09/30/2020.
Renewals for licensed or certified appraisers renewing on or before June 30, 2020, are allowed a ninety (90) day extension for the submission of continuing education only.
Continuing education offerings that were originally designed to be presented in a traditional classroom setting may be offered remotely via distance education until 09/30/2020, without the delivery mechanism approved subject to the following:
The educational offering under consideration is currently approved for traditional classroom presentation;
The platform utilized for distance education is live and interactive;
The instructor verifies photo identification of the students; and
The instructor maintains an attendance roster, which includes verifying 100% classroom attendance by, for example, taking attendance at various established times during the course.
