ARKANSAS DEVELOPMENT FINANCE AUTHORITY (ADFA)
IS SEEKING PUBLIC COMMENT ON AN AMENDMENT TO
NEIGHBORHOOD STABILIZATION PROGRAM (NSP) ACTION PLAN SUBSTANTIAL
AMENDMENT UNDER TITLE III OF DIVISION B OF THE HOUSING AND ECONOMIC
RECOVERY ACT, 2008 (HERA)

The State of Arkansas received $19,600,000 in NSP funds from the U.S. Department of Housing and Urban Development during the 2009 calendar year.  ADFA proposes to amend the NSP Action Plan Substantial Amendment as follows:

-        Administration - $915,740

o   Budget reduced by $1,044,260 to provide 10 additional NSP assisted rental units.

-        Meadows Senior Citizens Center Complex - $5,776,260

o   Budget increased by $1,044,260 to provide 10 additional NSP assisted rental units.

The proposed amendment would convert 10 market rate units to NSP assisted units.

A fifteen-day public examination and comment period will begin Tuesday, December 4, 2012 and end Monday, December 18, 2012. 

All interested parties are encouraged to participate by reviewing and providing comments on this amendment to Neighborhood Stabilization Program (NSP) Action Plan Substantial Amendment.  A copy of the state’s NSP Action Plan Substantial Amendment as well as the state’s five-year Consolidated Plan for Housing and Community Development and the annual Action Plans are available at ADFA’s web site, www.arkansas.gov/adfa.

All comments must be submitted in writing to the address below or via email to joe.riddle@adfa.arkansas.gov.  Comments must be received by the close of business on Monday, December 17, 2012.
