Additions / Changes this Year

(1)  LOW INCOME HOUSING TAX CREDIT TENANT / DEMOGRAPHIC DATA SNAPSHOT – A snapshot was complied on May 11, 2010 of specific demographic characteristics of tenants in active LIHTC projects.   It is our goal to provide an annual May snapshot for comparative purposes each year.   For FY2010, based on 13,727 heads of households, the statistics are as follows:

(2)  AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) PROGRAMS

a.     Housing

                                                    i.     Tax Credit Assistance Program (TCAP) funds have been used in conjunction with HOME Investment Partnership Funds and the Low Income Housing Tax Credits Program.   The TCAP funds were designed to assist troubled 2007, 2008 and 2009 projects struggling to find a tax credit investor.

                                                   ii.     Exchange / Section 1602 Program has been utilized by ADFA to swap certain previous and current year LIHTC for cash to be infused into projects as equity.

                                                 iii.     TCAP and Exchange Programs funded 1,750 LIHTC units in FY2010 for a total of $113,758,220.   TCAP funds represented 17.3% and Exchange 82.7% of total funds.

                                                 iv.     Neighborhood Stabilization Program (NSP) Funds is a competitive grant program authorized by the U.S. Department of Housing and Urban Development (HUD).   ADFA funds are awarded by the Arkansas Economic Development Commission.   Funds can be utilized for acquisition or rehabilitation loans or demolition of abandoned and blighted properties.   In FY2010, ADFA funded 237 units with NSP funds for a total of $17.7 million.

b.     Development Finance

                                                    i.     Safe Drinking Water Revolving Loan Fund – ADFA acts as Agent, Financial Advisor, Purchaser and Seller of Bonds on behalf of the Arkansas Natural Resources Commission.   In FY2010, 7 of the 12 bond issues were funded with ARRA funds totaling $24,190,000.   This represents 69.3% of the total Safe Drinking water Revolving Loan Funds allocated.

Layout / Organization of the Annual Report of Program Activity

  1. HOMEOWNERSHIP includes the HometoOwn (H2O) and the Down Payment Assistance (DPA) Programs.    The statistics for these two programs are broken down by the semiannual period of the whole fiscal year.   The first half is July 1, 2009 – December 31, 2009 and the second half is January 1, 2010 – June 30, 2010.   The reason for this is to provide the Single Housing Staff the ability to readily determine calendar year statistics.
     
    1. H2O – In addition to the General Statistics and Loans Cancelled Statistics, statistics on statewide, congressional districts and county levels are provided by:   (1) Originator / Branch; (2) New / Existing; (3) Loan Type; (4) Borrower Profile on Ethnicity, Household Income, Gender, Average Age and Average House Size.
       
    1. DPA – Statistics provided for DPA are the same as H2O except (1) % of H2O loans with DPA are provided, and (2) Loan Type is omitted.
       
  1. HOUSING PRODUCTION includes Low Income Housing Tax Credits (LIHTC), HOME Investment Partnership Program (HOME), the American Dream Downpayment Initiative (ADDI) Program  and the Housing ARRA and NSP funds.    Statistics are provided for the statewide total, congressional districts and counties.
     
    1. LIHTC Funding statistics are broken down by Federal LIHTC, Disaster LIHTC, ARRA Funding and State LIHTC.   Total Units, cumulative dollar amounts and average dollar amounts are provided.
       
    1. HOME Funding statistics are broken down by funding type, number of units, cumulative dollar amounts and average dollar amount per unit.
       
    1. NSP Funding statistics are provided as total units, total funded and average per unit.
       
    1. ADDI funding statistics include number of loans, total loan amount and average loan amount.   Statistics are also broken down by Homebuyer Counselor, Total Served, Average House Size and Average House Income.
       
    1. LIHTC Snapshot – described above under “Additions/ Changes”.
       
  1. The DEVELOPMENT FINANCE section includes ADFA non-housing programs.   For FY2010, ADFA only had funding in five areas – ADFA Guaranteed IDBs, Other Guaranteed IDBS, Wastewater Revolving Loan Fund, Safe Drinking Water Revolving Loan Fund and Industry Energy Tech Loan Fund.     Other ADFA programs / funds not listed did not have any activity in FY2010.

    1. FY2010 Summary Table which provides the total funding by the three funding areas (Homeownership, Housing Production and Development Finance) by county.   Also included for each of these three areas is the percentage of change from FY2009.
